THE REFERRAL APP “HELPFUL INFORMATION”

WHAT IS THE 121 REFERRAL COMPONENT WEGWIJZER?

The Wegwijzer literally means “Sign post” in Dutch, and it was the working name given to a project that aims to help (undocumented) migrants get access to help such as Shelter, Health and Legal Aid. It is currently in prototype mode and is in progress to being realised as part of 510’s digital aid app 121. The idea for the Wegwijzer started when Anne Van Berkel  (Project leader emergency help & undocumented migrants NLRC) started talking with migrants at the day shelter in Amsterdam. The Referral component of the 121 app started in parallel in 2017 as part of the proposal and was co designed with people affected by disasters in Ukraine and St.Maarten (you can read more about that here)

WHY IS IT NEEDED IN THE NETHERLANDS?

In the digital world of The Netherlands it may seem that getting access to information, even the information about the shelter itself should not such an difficult thing to find, however the affect of a stressful journey along side a new language it is not as easy as you would think.

Often times you when you arrive in a country as a migrant or have to leave an AZC,  you find yourself in a train station with no family or friends or network, nor a place to stay. Unless you really know what to look for online or meet someone willing to help by chance, you are in essence completely self dependant.

The migrants shared that by the time they actually find shelter or information about helpful services in the city they arrive in, they may have already been searching for days, weeks and sometimes even months. There are many services available to migrants but finding them online whilst also sleeping rough makes for a very tiring and confusing process.

WHO HAS BEEN INVOLVED?

510’s involvement with the NLRC Wegwijzer started when a few departments of the NLRC including Anne and Caroline met at a sharing session with the 510 HCD team on the results of the 121 Co design sessions in St. Maarten and Ukraine. The resulting prototype was at the time being merged with Co design insights with Migrants in Utrecht which ran in parallel with the FRAME INNOVATION work with HKU students (read more here).

Jonath trained in Community Engagement and Accountability & Orla Leading the 510 HCD work were conducting the work. The work was based on a Project with the HKU involving 10 students who were asked… How do you reach a person affected who does not want to be reached?

When sharing the methods used by 510, the NLRC team thought this is exactly what we need! Learning from and designing with, the the very group of people who know so well what is needed to help them best! The potential to prioritise what functions are needed and built it in a way that is best understood whilst building confidence and trust together with the community of migrants was the goal.

WHAT DID WE DO TOGETHER?

As there was no budget for this work our staff member Jonath Lijftogt volunteered her free time together with HCD intern Suki Busby to co design with People affected by many difficult situations from many different backgrounds. These sessions were facilitated always under the guidance of NLRC Caroline for Almere and Anne for Amsterdam.

For this reason we co designed with the following stakeholders. As there was no budget we also had to be careful to be clear that we were not guaranteed that these designs could be made. This is always a very difficult situation to be in for all members of the project but clarity was necessary in order to conduct the work as responsibly as possible.

CO DESIGNS WITH MIGRANTS IN ALMERE & AMSTERDAM & UTRECHT

We used the base of the first co designs with Migrants in the Utrecht & added the insights form COD’s with migrants in Almere and then later also in Amsterdam. Through the relationships already build with people like Anne and Caroline, 510 volunteers were able to ensure that the they were trusted enough to share their experiences and needs.
